Nineteen of Medvedev's twenty-one championships have been won on hardcourt
A revitalized Medvedev claimed his first trophy for 882 days with a win over opponent Moutet in the tournament final.
The athlete, a ex- top-ranked player, has had a difficult period, managing just one win at the Grand Slams and undergoing a difficult moment at the US Open.
The player's inconsistency on the tennis tour - and issues with his service game in particular - resulted in him falling of the elite rankings and ultimately parting ways with long-time coach his previous coach.
Now training with his coach and Rohan Goetzke, Medvedev has steadily improved in the recent weeks - culminating in a closely contested three-set victory over Frenchman Moutet.
This represents the player's first championship since the Rome competition and maiden on a hard surface from that period of that year.
The win also signifies the Russian has secured 21 victories at 21 various competitions.
"This marks the first occasion I have attended a tournament with my two daughters at once, so to secure a trophy is especially meaningful," said world number 14 Medvedev.
"This title is in tribute of my child Victoria, because the initial championship I won when my child her name was delivered was for her."
Medvedev, the 2021 US Open champion, had lost his past six championship matches, including in that event earlier this year.
The player's defensive strategy and regular outbursts on the tennis court had caused some to wonder if his ability to play at the top level was concluded.
But the athlete has implemented adjustments in the past month, striving to come to the net and compete assertively, backed up by an better service.
Medvedev recovered from a disadvantage in the opening set against the difficult opponent, winning four of the concluding five exchanges to gain the advantage.
The competitors exchanged breaks in the following set before Moutet, attempting for his first ATP Tour championship, seized the initiative to push for a decider.
Moutet saved 4 initial opportunities in a close deciding set before Medvedev secured a break to fifteen to secure the win.
Fittingly, the winner secured the title with a rally at the front of the court, with Moutet unable to handle a volley after over two and a half hours.
