US senators are working through the weekend for the initial time since the federal closure began over a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to recede as Republican senators proposed a proposal unacceptable to Democrats: eliminating the Affordable Care Act, known as Obamacare.
Growing Impact of Government Shutdown
The effect on Americans from the longest closure of the federal government in history deepened on Saturday, as federal workers went without pay, airlines were forced to cancel flights and SNAP benefits have been postponed for 42 million Americans.
President's Proposal from Golf Course
As Saturday's session got started, GOP senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Support
Multiple Republican senators praised the proposal, which is similar to a alternative for Obamacare put forward in 2017.
"We're going to replace this failing program with something that is truly better for the consumer," one senator stated.
Another senator commended Trump's proposal on online platforms, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator posted in response to Trump's proposal. "We need to stop public funds from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the health care they want."
Democratic Response
Opposition lawmakers expressed alarmed responses to Trump's proposal.
"In other words, Donald Trump's 'proposal' for health care is another calculated attempt to repeal Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been rejected by the public and Congress."
Another lawmaker reacted to the criticism of insurance companies by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Seriously? Then I applaud your support for Medicare for All."
Continuing Talks
The Senate adjourned without reaching a solution, but Senate Republican leaders have indicated an willingness to an emerging plan from a small group of moderate Democrats to end the shutdown in exchange for a future vote on the Obamacare payments.
One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another way ahead" after Republicans rejected an offer to restart the government and continue the payments for a year.
Another senior Democratic senator continued in arguing that Republicans should agree to a 12-month continuation of the subsidies before negotiating the long-term of the subsidies.
"Doing nothing is derelict because citizens will go bankrupt, people will become uninsured, people will get more ill," the senator stated in a floor speech. "That is what will happen if this Congress fails to act."
Political Situation
None of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same carriers, or that Republican lawmakers need the support of eight Democrats to restart the government, and the concept of repealing and replacing Obamacare with savings accounts is improbable to earn a solitary Democratic vote.
Some analysts indicated that the core of such a plan would eliminate the ACA's mandate that insurance companies cover individuals with existing health issues.
After his golf outing, Trump returned to his private club and reiterated on his demand that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a version of the plan that was unsuccessful to garner enough support in 2017.
