Sheffield Wednesday Faces a 'Significant Problem', States Independent Regulator

'We will play a key role in football's future' - newly appointed regulator the new chairman

The Championship club's ongoing struggles constitute a "serious issue" and the new football authority is looking to gain the ability to examine team situations in similar circumstances, the newly appointed chairman David Kogan has stated.

Through a comprehensive talk, the chairman, who was named to the position this week, expressed "sympathy" towards supporters of the Owls.

The regulator engaged with four supporters' associations associated with the Championship side this week.

The team have been struggling on and off the field in this season, with the club delaying salary disbursements on five separate occasions, including in last month.

"Obviously the club has become a major concern for the league and a substantial concern for English football," the chairman stated.

"Wednesday stands as one of the iconic names for football in England and this week we have met supporters' organizations.

"We are seeking authority... which will enable us to take Wednesday and comparable cases submitted for our review if they require examination and dealt with."

Economic Challenges and Proprietorship Status

The team's struggling chairman the Thai businessman stated during the off-season he would be willing to sell up at Hillsborough, but he has not been able to secure a deal with interested parties.

Failure to pay player wages on time in spring months led to sanctions by the league officials in mid-year, preventing the club from carrying out any recruitment activities for the subsequent signing windows, although the ban was rescinded in August.

Official's Viewpoint

Kogan said: "Our role exists to serve the fans of Sheffield Wednesday, other clubs in similar situations where fans are dedicated to a regional establishment that has represented their community in multiple situations.

"I have absolute sympathy for the team's plight, as I do for every team that in modern times have encountered failure, or been close to going to the wall, for factors unrelated to the supporters."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, the regulator answered: "If your question is 'would we intervene in the final instance?', the response would be once we collect the information and understand the situation, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be considered the final option and the regulator would prefer to collaborate with owners.

"Our least desirable course of action is start getting involved with an specific team, an individual owner, without having the opportunity to collaborate with that owner to try and resolve the challenges confronting the team and the chairman's encountering," the chairman stated.

"However, realistically, when you look back over the history of football, over the past few decades there have been certain proprietors, a small minority, but some who have been irresponsible in the way which they've been managing their organizations and finally refuse to accept accountability for the future."

'Errors may undo substantial development'

The regulator engaged representatives from 110 clubs to explain the responsibilities of the authority recently and stated it constituted a "forward-thinking discussion" with a "high level of engagement" from the grassroots to elite level.

"The role holds considerable importance, because if errors are made, if the sport makes errors, the extraordinary progress that's been made might evaporate rapidly," Kogan said.

"Such an outcome is universally undesirable in the terms of English football is a substantial accomplishment - we've got to keep it going.

"There's an enormous amount of money flowing into the game and has been channeled for the last 20 or 25 years, because there's no guarantee it will continue to come into football, which is among the factors explaining I think we have to adopt a precise perspective on challenges and obviously, of the coming seasons."

Premier League Concerns

The Premier League opposed the creation of a regulator because of fears of a negative impact on the elite division's competitive balance, but the chairman responded: "I completely endorse the prosperity and expansion as an commercial operation of the Premier League.

"I of all people understand the concern of undermining the division as a high-quality offering of England. But at the same time, if you engage with division representatives after today's meeting, they would have had a high level of reassurance -and, actually, they have been informing us confidentially they have a high level of reassurance."

Partisan Associations

Kogan is still facing a "thorough examination" by the official appointments authority after he disclosed making donations to the opposition group in recent years.

The 68-year-old donated money to Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the current Prime Minister.

"I've been completely open about my previous political affiliation [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the chairman stated.

"I currently have no participation in any form of political activity."
